Project Goals

The Highland and Marcella Streets RFP initiative involves 33 DND vacant land parcels. The DND and BPDA team has worked with our community partner, the Highland Park Project Review Committee, to define a community mission and values and development and design criteria for a development Request for Proposals. The RFP, including 5 development packages, was issued in November 2017. This site, Package 4, was in the RFP. There were 9 viable development proposals: Package 4 included 5 eligible proposals (Package 1 included 2 eligible proposals and Package 2 included 2 eligible proposals. There are no eligible proposals for Packages 3 and 5.) Community review of the proposals took place on April 7 and April 14, 2018.

Based on team and community review of proposals against RFP Evaluation Criteria, the selection team recommended, and the Public Facilities Commission approved on October 24, 2018, the developer designation of Rees-Larkin Development

The Package 4 development will include 23 limited equity cooperative housing type units in 1 building, including 15 affordable homes, with 3 at 30% AMI, 7 at 60% AMI and 5 at 100% AMI and 8 market rate units. The development will be energy positive, LEED "Platinum" and will include gallery and communal “maker” space and a mural court, green and open space and neighborhood linkages created by footpaths and a public stair.

The development received a DND award of funds in Feb. 2020 but unfortunately was not accepted for DHCD funding in 2020 and must reapply in 2021. Assuming a 2021 DHCD application and favorable review, 2022 is a best case construction start.
