The City of Boston (the “City”), acting by and through the Superintendent of Schools (the “Official”), hereby requests sealed proposals from interested and qualified parties (“Offerors”) to provide “Procure the Services of Expanded Learning Time Planning Partners.” All proposals shall be submitted in strict conformance with the Request for Proposals (RFP) which may be obtained from the Office of the Business Manager, Boston Public Schools, 2300 Washington Street, Roxbury, MA 02119 after 12:00 noon on Monday, August 1, 2016. The City shall accept sealed proposals until 12:00 noon on Tuesday, August 23, 2016 at the Bolling Municipal Building location. The Official shall reject late proposals.

The attention of all Offerors is directed to the provisions of the RFP documents.

The RFP contains both price and technical evaluation criteria. Price and technical proposals shall be submitted separately in sealed, clearly labeled envelopes.

The Official shall not open the proposals publicly, but shall open the technical proposals in the presence of one or more witnesses within twenty-four (24) hours of the above deadline for submission of the proposals. The Official may open the price proposals at a later time and in any case shall open the price proposals so as to avoid disclosure to the individuals evaluating the technical proposals.

Failure to submit separate sealed price and technical proposals shall result in disqualification of the entire proposal!

Following its submission, a proposal may be corrected, modified or withdrawn only to the extent provided for in M.G.L.c. 30B, §5(f).

The submission of a proposal shall constitute an acceptance of all provisions of the RFP documents by the Offeror and an agreement by the Offeror to perform all specified work and/or provide all specified supplies incidental thereto.

The City reserves the right to reject any and all proposals, or any part or parts thereof, and to award a contract as the Official deems to be in the best interest of the City. This contract shall be subject to the availability of an appropriation therefore. The maximum time for the acceptance of a proposal and the issuance by the City of a written notification of award shall be ninety- (90) days. The award of this contract shall be subject to the approval of the Mayor of Boston.

Each technical proposal submitted to the Official must be accompanied by a proposal deposit in the amount of twenty dollars ($20.00) in the form of (a) a proposal bond with a surety company qualified to do business in Massachusetts and in a form satisfactory to the Official or (b) a certified check payable to the City of Boston. All proposal deposits, as specified above, shall be returned upon final execution of a contract by the successful Offeror, or, if no contract is executed, at the expiration of ninety (90) calendar days from the date set for the opening of technical proposals.

Pursuant to Massachusetts General Laws Chapter 7C, §§ 44-57, the City of Boston’s Public Facilities Department (PFD), is requesting statements of qualifications (SOQ) from design firms to review capital funded projects in all phases of planning, design and construction on an as-needed basis through June 30, 2018, in the following disciplines:

Depending on the scope of work, projects will be performed under M.G.L. c.149, §§ 44A-44J, M.G.L. c.149A, or M.G.L. c.30, § 39M.

A program for this project will not be prepared beyond the scope of work stated above.

Applicants must show prior experience on projects considered relevant in the following setting: Urban (Note: submit information in Supplemental Forms D and E of the Designer Application Package as required)

Applicants must show prior experience with design review of public building projects in Massachusetts.

Applicants may apply to both disciplines stated above, and must submit a separate clearly marked, application package for each category. PFD may select more than one firm and award separate contracts. Selection is based on a numerical ranking of firms based on criteria defined in the FY2016 – FY2018 Design Review Consulting Services Application Package.

The contract term shall be upon execution of the contract through June 30, 2018. The amount of each contract will be determined based upon past usage and projected requirements.

Fees for design review services will be paid on a project-by-project basis pursuant to hourly rates as specified in the FY2016 – FY2018 Design Review Consulting Services Application Package.

The FY2016 – FY2018 Design Review Consulting Services Application Package will be available beginning August 8, 2016, and may be obtained from the PFD Bid Counter, 26 Court Street, 10th Floor, Boston, MA 02108, or by emailing bid.info@boston.gov. The City of Boston acting by its Public Facilities Commission, through its Director of the Public Facilities Department (PFD), 10th Floor, 26 Court Street, Boston, MA 02108, hereinafter referred to as the Awarding Authority, hereby invites sealed bids for the above-entitled project. Bids shall be on a form supplied by PFD, be clearly identified as a bid, and signed by the bidder. All bids for this project are subject to sections 26-27, 29 and 44A-44J, inclusive of Chapter 149 of the General Laws, as amended, and in accordance with the terms and provisions of the contract documents entitled: Public Works Department (PWD) Salt Storage Shed project.

The scope of work is further detailed in the specifications and includes the following: on-site removal and reinstallation of existing salt into the salt shed; and various structural repairs to the shed’s existing roof truss system.

Bidders are hereby notified a site viewing is scheduled for August 16, 2016, from 8:00 a.m. to 9:30 a.m., at 280 Highland Street, Roxbury, MA 02119.

PFD will accept Money Orders as a form of deposit, in addition to certified, treasurer and cashier’s checks (Personal and Company Checks will not be accepted unless certified by a U.S. bank). In order to facilitate the disposition of your refunds, please have checks or Money Orders made payable to both The City of Boston OR your company’s name. Plans and specifications must be returned in good condition within thirty days of the general bid opening in order for the bidder to have the $25.00 returned. The attention of all bidders is directed to the Boston Residents Jobs Policy section of the specifications and the obligation of the contractor to take affirmative action in connection with employment practices in the performance of this contract. The contractor and its subcontractors shall maintain the following ratios of workforce hours in each trade: Minority 25% of total work hours, Female: 10% of total work hours, Boston Residents: 50% of total work hours. Bidders are hereby notified that this project is subject to M.G.L. C. 149, s. 27 and in accordance contractors must pay prevailing wages as set by the Division of Occupational Safety within the Department of Labor and Workforce Development.

The City of Boston’s Neighborhood Housing Trust (NHT) is seeking proposals from for-profit and non-profit developers of eligible affordable housing developments. The funding is available for rental, cooperative and homeownership developments that address the priorities outlined in the Request for Proposals (RFP). These priorities are distinct in purpose and are designed to direct limited funds to projects that efficiently utilize the subsidy dollars available.

The Department of Neighborhood Development is acting as an agent of the Neighborhood Housing Trust for the purpose of distribution of this Request for Proposals and for review of application packages submitted.

The NHT is making approximately $7 million dollars of funds available in this RFP. These funds will be used to support the creation and preservation of affordable housing developments that meet the needs of the homeless, low and moderate income individuals and households in Boston. The NHT will base its decisions upon the availability of funds on deposit with the Trust and the established project funding priorities and criteria in the RFP.

There will be a Bidders’ Conference on Wednesday, August 24, 2016 at 10:00 am in the Bill Buckley Room, 11th Floor, 26 Court Street, Boston MA. Prospective applicants are strongly encouraged to attend this session so that DND staff can review the requirements of the RFP and answer questions about the application process.

The City of Boston’s Department of Neighborhood Development (DND) is issuing this Request for Proposals (RFP) to provide access to over $7 million dollars available of HOME, CDBG, Housing Boston 2030 and Inclusionary Development Policy Funds in order to support proposals from non-profit and for-profit developers of affordable rental, cooperative and homeownership developments. DND would like to encourage proposals that will provide affordable housing options for an aging population. To that end DND will aside up to $3 million dollars of the funding being made available under this RFP to support affordable housing developments that propose to serve households 55 years of age or older.

It is the administration’s expectation that these funds will help to increase the production of housing that is affordable to a mix of incomes, support housing developments that seek to maintain mixed-income communities, as well as help preserve existing at risk developments.

All bidders are hereby notified that they shall provide a unit price for each supply/service to be procured in this contract, subject to the following terms that will govern price adjustments. Bidders are further notified that they shall submit prices for and bid prices shall be compared on the basis of the entire period of performance. Sealed bids shall be publicly opened by the Official on TUESDAY, SEPTEMBER 13, 2016, at 2300 Washington Street, 4th floor, Roxbury, MA 02119. The award of any contract shall be subject to the approval of the Superintendent of Schools and the Mayor of Boston. The maximum time for bid acceptance by the City after the opening of bids shall be ninety (90) days. The City and the Official reserve the right to reject any or all bids, or any item or items thereof.

The City of Boston ("the City"), acting by its Acting Purchasing Agent ("the Official"), invites sealed bids for the performance of the work generally described below, and particularly set forth in the Invitation for Bids, which may be obtained from the City's Purchasing website and Supplier Portal procurement.gov/events

Invitation for Bids shall be available until the time of the bid opening.

The City reserves the right to reject any and all bids, or any part or parts thereof, and to award a contract as the Official deems to be in the best interest of the City.

This contract shall be subject to the availability of an appropriation. If sufficient funds are not appropriated for the contract in any fiscal year, the Official shall cancel the contract.
