LAND – Blue Hill Avenue Action Plan B3 & B4 Parcels

The City of Boston Acting by and through its Public Facilities Commission by the Director of the Mayor’s Office of Housing, Neighborhood Housing Development Division, sells tax foreclosed or surplus municipal property to buyers who agree to invest in the rehabilitation of the property.

Residential, commercial, and institutional buildings and land are included in this program. The Blue Hill Avenue Action Plan makes land available specifically for the development of mixed-use projects such as residential office buildings, residential retail, and mixed-use commercial with residential above. 

This Request for Proposals (RFP) is to solicit proposals from qualified nonprofit organizations or other entities for the development of the parcels as mixed-use. The properties are being offered As-Is.

The Properties: 391-395 Blue Hill Avenue, 376-384A Blue Hill Avenue, 353-359 Blue Hill Avenue, 343-343A Blue Hill Avenue, 328A Blue Hill Avenue and Unnumbered Parcel (Ward 14, Assessor’s Parcel 1400285000, and 1400284000), 235-239 Blue Hill Avenue, 238 Blue Hill Avenue, 230-232A Blue Hill Avenue, 190A-192 Blue Hill Avenue, 63-65 Blue Hill Avenue, Roxbury, MA, totaling approximately 55,961 square feet. 

Property Viewings: It is strongly recommended that prospective developers avail themselves of the opportunity to inspect the site by driving by it so that they may prepare their proposals accordingly.

The RFP package will be available on April 25, 2022, and can be downloaded by registering at https://boston.gov/dnd/rfps. If you are unable to access it, please contact the Development Officer. Completed RFP responses must be submitted electronically by July 26, 2022, no later than 4:00 P.M. 

The Mayor’s Office of Housing (MOH) will host two pre-applicant information sessions. The first session will be held on May 18, 2022, at 2:00 PM. To participate, pre-registration is required using the following link: bit.ly/b3b4applicantconference
