PFD - SOUTH END BRANCH LIBRARY

This Request for Qualifications (RFQ) is the first part of a two step process. Based on the SOQs received in this Phase I, The Awarding Authority will select respondents it deems to be prequalified in accordance with the criteria set forth in the RFQ. In Phase II, the prequalified respondents will be invited to submit bids in response to an IFB which the Awarding Authority anticipates to be issued shortly following the qualifications process. Only contractors prequalified for this project in Phase I will be permitted to submit bids in Phase II. Along with their SOQ, submissions should include the required DCAMM Certificate, DCAMM Update Statement, and Commitment Letter. Please see the RFQ package for detailed information on all RFQ submission requirements, scope of work, and project team information.

 Noted below are the sub-trades and estimated costs for which the SOQ are being requested:

Acoustical Tile - $201,095.00

Elevators - $393,461.00

Roofing and Flashing - $294,400.00

Per M.G.L. c. 149 § 44D¾, please note PFD has already conducted one round of prequalification for the above category/categories. Fewer than three contractors were prequalified. Accordingly, submissions are being requested again as part of a second round of solicitation.

The scope of work includes is further detailed in the specifications; The scope of work for this project consists of demolishing existing South End library building and build a new South End Library in the South End Neighborhood of the city of Boston. The work covered by this contract consists of the following major work:  The project is comprised of a ground up, fully electric two story building to house a local branch of The Boston Public Library. Program spaces include reading areas, meeting spaces of various capacities, staff work areas and supporting spaces. The existing building is to be fully demolished, except for the basement retaining walls which will be infilled with structural fill. This project will also include minor adjustments to the adjacent park, including bit not limited to, the replacement of landscape elements and updated hardscape paver zones.

RFQ packets may be obtained on or about August 10, 2026 through the online bidding portal. Documents are also available by requesting access through bid.info@boston.gov. Online submissions will be accepted via the Trimble Unity Construct (formerly E-Builder) online bidding portal. PFD expects to complete review of the SOQs received at or approximately October 9, 2026

Anticipated construction from 3/24/2027-3/24/2029. Expected contract duration will be for approximately 104 weeks days.

SOQs must be received via the aforementioned online portal or submitted in person at the PFD Bid Counter, 26 Court St 1^st Floor, Boston, MA 02108 on or before September 10, 2026 at 12:00 PM (EST).

In person submissions of completed SOQ packages (one copy and two flash drives) must be clearly identified on the outside of the envelope with the project title: PFD - South End Branch Library Project # 7289.
