Project Goals
The Highland and Marcella Streets RFP initiative involves 33 DND vacant land parcels. The DND and BPDA team has worked with our community partner, the Highland Park Project Review Committee, to define a community mission and values and development and design criteria for a development Request for Proposals. The RFP, including 5 development packages, was issued in November 2017. This site, Package 2, was in the RFP. There were 9 viable development proposals: Package 2 included 2 eligible proposals (Package 1 included 2 eligible proposals and Package 4 included 5 eligible proposals. There are no eligible proposals for Packages 3 and 5.) Community review of the proposals took place on April 7 and April 14, 2018.
Based on team and community review of proposals against RFP Evaluation Criteria, the selection team recommended, and the Public Facilities Commission approved on October 24, 2018, the developer designation of New Urban Collaborative Limited.
New Urban Collaborative will develop 12 units of mixed income homeownership housing in 5 buildings including 8 total affordable new homes with 2 new homes at 60% AMI, 3 new homes at 80% AMI and 3 new homes at 100%.
The development will include green building methods and be LEED "Platinum and energy positive. Work should start in fall 2019.
The Department of Neighborhood Development acquires surplus and foreclosed property and is responsible for managing this real estate. We work to create housing and open space by making that land available to Bostonians over time through a public Request for Proposals process. This parcel of land is not yet planned for development, but stay tuned!
