Construct a six-story structure consisting of 13 residential units with elevator access, to include retail use on the ground floor per plans submitted. If it is determined by the structural P.E. that the existing base structure is not suitable for five or six stories above due to structural or soil conditions, then it shall be fully razed on a separate permit application.
