Kim Thai, Esq.

Assistant Commissioner, Plans and Zoning, and Director of Policy

Attorney Kim Thai serves as the Assistant Commissioner of Plans and Zoning and the Director of Policy at the Inspectional Services Department. As Assistant Commissioner, she manages and supervises the plans and zoning division to ensure building code, zoning code, ordinances, bylaws, City and state compliance for building permits. She also oversees the public records for the building division.  She collaborates with other City of Boston agencies to streamline the permitting process to achieve better customer service for constituents.  As Director of Policy, Attorney Thai advises the Commissioner, Assistant Commissioners, and senior staff regarding department and citywide policies, procedures, and regulations. She also drafts regulatory policies and procedures, ordinances, Commissioner’s Bulletins, and memorandums for the department. 

Kim began working at Inspectional Services as an Assistant Corporation Counsel serving as legal counsel to the Commissioner and department.  Attorney Thai was admitted to practice in Massachusetts and First District Court. She obtained an undergraduate degree in military history and international relations at McGill University and graduated from Suffolk University Law School in 2005.
