Place of Assembly Permit
You must have a Place of Assembly Permit to operate any space in Boston where 50 or more people gather.
This includes restaurants, bars, theaters, event venues, conference rooms, and other similar venues.
If your space holds fewer than 50 people, you don’t need a Place of Assembly Permit.
The Boston Fire Department (BFD) Fire Prevention Division issues this permit. You must renew it annually.
Who Can Apply
The person who owns the business or their authorized representative must apply. Owners and managers are responsible for understanding all fire safety laws and regulations that apply to their establishment.
If you change your venue name, activity, operation, location, ownership, or use, you need to get a new Place of Assembly Permit. Permits are not transferable.
Required Documents

Egress Plans Requirements
Egress plans must be prepared by a Massachusetts registered architect or engineer who is competent in the design of means of egress systems. Keep plans on the premises at all times.
Each set of plans must include:
- Notations: Label the plans with the building code used for the egress analysis, a usable scale.
- Building information: Current name and address of the establishment, as listed in ISD records; the code of record used for the egress analysis; a usable scale; and the use and occupancy classification as approved by ISD.
- Occupant load: Calculated for each floor and space by a Massachusetts registered architect or engineer, in accordance with 780 CMR Section 1004.0.
- Exit locations: All exits labeled uniquely by floor and number (for example: 1-A, 1-B on the first floor; 2-A, 2-B on the second).
- Main exit: Clearly identified, with documentation showing it can accommodate at least half of the required exit capacity.
- Exit routes: The full route from each exit to the outside of the building, with the effective width of each exit dimensioned and streets to be labeled on the plan.
- Seating layout: All seating shown, with required separation distances and aisle widths clearly indicated; each space type (standing, seating, dancing) delineated with total square footage.
- Fire and life safety systems: Location of all fire alarm devices, exit signs, emergency lighting, panic hardware, and indication of whether the building has a sprinkler system and/or fire alarm system.
- Street names: Labeled on the drawing at each exit location.
- Plumbing fixture calculations: Documenting the required number of toilets, sinks, and other fixtures.
If your space has more than one setup, for example, a dining configuration during the day and a standing bar at night, you must submit a separate egress plan for each configuration.
Applications submitted without egress plans that meet these requirements will be disapproved. If the space setup at the time of inspection differs from the approved plans, the application will also be disapproved.

- Current fire alarm system inspection report (or record of completion if new)
- Current sprinkler system inspection report (or NFPA report if new)
- Evacuation plan in narrative form
- Documentation that fire extinguishers have an up-to-date inspection tag
- Flame certifications for interior finishes, decorations, and furnishings
If you have commercial cooking equipment:
- Copy of kitchen hood system tag
- Contract with kitchen hood cleaning company
- Report of last hood cleaning
If your building has a fire escape:
- Fire escape inspection report (required every 5 years)
If your building has a fire pump:
- Fire pump yearly test report
If your alarm monitoring company is different from your alarm installation company:
- Letter confirming the name of your monitoring company

Fees
Place of Assembly Permit fees vary depending on the capacity of your location. Capacity is the number of people allowed in the space.

You need to pay any temporary permit fees before we can send the final permit out for approval.
Application
Online (Recommended)
The online portal saves you time. You can apply online and print out your permit when it is approved.
If you have an online account with another City department, your username and password credentials are the same to sign in to Fire Prevention.
The permit process can take a few days to a few weeks, including intake review, plan review, and inspection.
In Person
You can also apply in person at our office. Office hours are Monday through Friday, 8 a.m. to 4 p.m.

What to Expect After Applying
- After you submit your application, BFD Fire Prevention will review your documents. You may receive a Request for More Info (RFI) which will be sent directly to your email and through the Fire Prevention Portal.
- Once the application passes the intake review, BFD emails your plans to ISD Planning and Zoning for review and occupant load stamp. You will be copied on this email.
- After the ISD review, ISD emails the plans back to BFD for the final review and BFD stamp. You will be copied on this email.
- If your egress plans or supporting documents are incomplete or do not meet code requirements, BFD will contact you to request corrections. We can’t issue your permit until all requirements are met.
- Once your documents are approved by both BFD and ISD, BFD will schedule a site inspection.
What Happens at the Inspection
A BFD inspector will visit your space before we issue your permit. The inspector will check that your space meets all fire safety requirements. If any items are not in order, the inspector will note them and you will need to correct them before we can issue your permit.
If your space passes inspection, BFD will issue your permit.

- Egress plan is on site and matches the current layout of furniture
- Evacuation training has been completed

- Fire escapes are clear and operational
- Exit doors swing outward
- Exits are unobstructed and lead to a public way
- Exit signs are visible and lit
- Panic hardware operates correctly
- Door self-closers operate correctly
- Stairwells are clear with no storage
- Good general housekeeping throughout
Fire Safety Systems
- Emergency lighting operates
- Alarm system inspection is current
- Sprinkler inspection is current
Furnishings and Interior Finishes
- Flammability permits are in place for all decorations, furnishings, and interior finishes
Ongoing Responsibilities
A Place of Assembly Permit comes with permanent operating requirements. These are not one-time tasks. They apply for as long as you hold the permit.
Posting and Occupancy

Display the permit in a visible location in your establishment.

You must not exceed the occupant load listed on your permit.
Space Setup and Furnishings
- Arrange all furniture in accordance with the approved occupant/egress plan, and maintain that arrangement while the space is occupied.
- All furnishings, decorations, and interior finishes (permanent or temporary) must have flammable certificate permits from BFD. Any furnishings or decorations added after your permit is issued must be approved by the BFD Chemists Office before you use them in the space.
- Open flames of any type, including candles and cigarettes, are not permitted without a separate BFD approval. Contact BFD Fire Prevention if you intend to use candles.
Egress and Exits
- All means of egress, including doors, aisles, corridors, fire escapes, and stairways, must remain unobstructed at all times while the building is occupied.
- Egress paths must be lighted at night while the building is occupied.
- Exit doors must swing outward in the direction of travel out of the assembly space.
- For A-1 (like theaters) or A-2 (like restaurants or nightclubs) occupancies: Make an audible announcement before each program or performance, telling occupants the location of exits in case of fire or other emergency.

*Note on kitchen hood cleaning: Hood cleaning and inspection must be performed by a provider registered with the Boston Fire Department. You can verify a provider's registration on the BFD website, or ask the provider to show you their BFD registration directly.
Renewals
You must renew your place of assembly permit annually. The permit expires on September 30th. BFD will create an invoice and mail it to you the first week of August.
BFD will come to inspect your location. You don’t need to call to schedule the inspection.
