  2. COMMUNICATIONS FROM HER HONOR, THE MAYOR:

    0631    Message and order for your approval, an Order to reduce the FY24 

        appropriation for the Reserve for Collective Bargaining by Four Million 

        Nine Hundred Nine Thousand Eight Hundred Thirty Eight Dollars 

        ($4,909,838.00) to provide funding for the Boston Police Department for 

        the FY24 increases contained within the collective bargaining agreements 

        between the City of Boston and the Boston Police Detectives Benevolent 

        Society Superior Officers Unit.

        0632    Message and order for a supplemental appropriation Order for the Boston 

        Police Department for FY24 in the amount of Four Million Nine Hundred 

        Nine Thousand Eight Hundred Thirty Eight Dollars ($4,909,838.00) to 

        cover the FY24 cost contained within the collective bargaining agreements 

        between the City of Boston and the Boston Police Detectives Benevolent 

        Society  Superior Officers Unit. The terms of the contracts are July 1, 2020 

        through June 30, 2023 and July 1, 2023 through June 30, 2025. The major 

        provisions of the contract include base wage increases of 2%, 1.5%, 2%, 

        1% and 2.5%, to be given in July of each fiscal year of the contract term, as 

        well as the addition of the Transitional Career Award Program in July 2023. 

        The contract also contains reforms relating to discipline, officer return to 

        duty, paid detail system, and union release.

        0633    Message and order for your approval an Order authorizing the City of 

        Boston, acting through its Mayor’s Office of Housing, to accept and expend 

        payments in the amount of Forty Million Dollars ($40,000,000.00) given to 

        the City of Boston’s Inclusionary Development Policy Fund. The City of 

        Boston’s Inclusionary Development Fund (IDP) was established by 

        Executive Order in February 2000 to support the production and 

        preservation of affordable housing in new market rate housing 

        developments.

        0634    Message and order authorizing the City of Boston to accept and expend the 

        amount of Three Hundred Forty Six Thousand Eight Hundred Thirty Five 

        Dollars ($346,835.00) in the form of a grant, for the Federal FY24 Senior 

        Companion Program, awarded by AmeriCorps to be administered by the 

        Age Strong Commission. The grant will fund administration of the Senior 

        Companion Program, including reimbursement for travel and meals plus 

        stipend for volunteers who provide companionship to homebound and frail 

        seniors.

        0635    Message and order authorizing the City of Boston to accept and expend the 

        amount of One Hundred Forty Thousand Two Hundred Fifty Three Dollars 

        ($140,253.00) in the form of a grant, for the FY24 Retired Senior Volunteer 

        Program, awarded by the Corporation for National and Community Service 

        to be administered by the Age Strong Commission. The grant will fund 

        administration for senior community service volunteers, including 

        reimbursement for meals and travel expenses.

        Umphenour II as an Alternate Member of the Fort Point Channel Landmark 

        District Commission, for a term expiring March 19, 2027.

        (BERDO) Review Board for a term expiring March 19, 2027.

        amount of Seven Hundred Thousand Dollars ($700,000.00) in the form of a 

        grant, for the Commercial Acquisition Assistance Program (CAAP), 

        awarded by the Barr Foundation, to be administered by the Mayor’s Office 

        of Economic Opportunity and Inclusion. The grant will fund core support to 

        its Office of Economic Opportunity and Inclusion to grow its impact.
