  2. COMMUNICATIONS FROM HER HONOR, THE MAYOR:

    1619    Message and order for your approval an order to reduce the FY26 

        appropriation for the Reserve for Collective Bargaining by Fifty Five 

        Million Eight Hundred Ninety Nine Thousand One Hundred Eighteen 

        Dollars ($55,899,118.00) to provide funding the Boston Public Schools 

        (BPS) for the FY26 impact of increases contained within the collective 

        bargaining agreement between the Boston Public School Committee and the 

        Boston Teachers Union.

        1620    Message and order a supplemental appropriation order for the Boston 

        Public Schools for FY26 in the amount of Fifty Five Million Eight Hundred 

        Ninety Nine Thousand One Hundred Eighteen Dollars ($55,899,118.00) to 

        cover the impact of FY26 cost contained within the collective bargaining 

        agreement between the Boston Public School Committee and the Boston 

        Teacher’s Union. The term of the contract is September 1, 2024 through 

        August 30, 2027. The major provisions of the contract include general wage 

        increases of 2.5%, 2%, and 2% in September of 2024, 2025, and 2026. The 

        Paraprofessionals and ABA’s will also receive market rate adjustments.

        1621    Message and order for your approval an order to reduce the FY26 

        appropriation for the Reserve for Collective Bargaining by One Million 

        Two Hundred Eighty Five Thousand Thirty Three Dollars ($1,285,033.00) 

        to provide funding for the Boston Public Library Department for the FY26 

        increases contained within the collective bargaining agreement between the 

        City of Boston and the AFSCME, Local 1526.

        1622    Message and order a supplemental appropriation order for the Boston 

        Public Library Department for FY26 in the amount of One Million Two 

        Hundred Eighty Five Thousand Thirty Three Dollars ($1,285,033.00) to 

        cover the FY26 cost contained within the collective bargaining agreement 

        between the City of Boston and AFSCME, Local 1526. The terms of the 

        contracts are October 1, 2023 through September 30, 2026 and October 1, 

        2026 through September 30, 2027. The major provisions of the contracts 

        include base wage increases of 2% to be given in October of each fiscal 

        year of the contract term and flat amounts of $500, $250, $800 and $175 to 

        be added to annual salaries in January of each fiscal year. The agreement 

        also includes the addition of a prepaid legal benefit as well as changes to 

        Sunday overtime for certain positions.

        1623    Message and order for your approval an order to reduce the FY26 

        appropriation for the Reserve for Collective Bargaining by Fifty One 

        Thousand Four Hundred Four Dollars ($51,404.00) to provide funding for 

        the Parks Department for the FY26 increases contained within the collective 

        bargaining agreement between the City of Boston and the Boston Park 

        Rangers’ Association (BPRA).

        1624    Message and order a supplemental appropriation order for the Parks 

        Department for FY26 in the amount Fifty One Thousand Four Hundred 

        Four Dollars ($51,404.00) to cover the FY26 cost items contained within 

        the collective bargaining agreement between the City of Boston and the 

        Boston Park Rangers’ Association (BPRA). The terms of the contract are 

        July 1, 2023 through June 30, 2026 and July 1, 2026 through June 30, 2027. 

        The major provisions of the contracts include base wage increases of 2% to 

        be given in October of each fiscal year of the contract term and flat amounts 

        of $500, $250, $900, and $800 to be added to annual salaries in January of 

        each fiscal year. The agreement also includes amended language around 

        sick and bereavement leave.

        1625    Message and order authorizing the City of Boston to accept and expend the 

        amount of One Million Forty Five Thousand One Hundred Eighty Seven 

        Dollars and Twenty Cents ($1,045,187.20) in the form of a grant, for the 

        FY25 26, awarded by the MA Executive Office of Labor and Workforce 

        Development, passed through the Economic Development & Industrial 

        Corporation of Boston, to be administered by Office of Youth Employment 

        Office (OYEO). The grant will fund support youth employment and 

        development in accordance with the requirement outlined in Youthworks 

        program administration and management guide.

        1626    Message and order authorizing the City of Boston to accept and expend the 

        amount of One Hundred Fifty Thousand Dollars ($150,000.00) in the form 

        of a grant, for the Mayor’s Office of Human Services' Connect, Learn and 

        Explore Initiative, awarded by Children’s Hospital to be administered by 

        the Office of Human Services. The grant will fund an annual citywide 

        activation summit for youth, host recurring professional development 

        sessions and network convenings for youth workers and conduct a youth 

        needs assessment.

    1627    Notice was received from the Mayor of the appointment of Hector Sosa as 

        Second Assistant Collector Treasurer, effective August 30, 2025.

        1628    Notice was received from the Mayor of the appointment of Rachel Skerritt 

        as a Member of the Boston School Committee for the remainder of a term 

        expiring on January 1, 2028.

        1629    Communication from Councilor Flynn regarding pedestrian safety for the 

        2025 2026 school year.

        1630    Communication from Councilor Murphy regarding off site council 

        hearings.

     

  4. REPORTS OF COMMITTEES:

    1349    The Committee on Labor, Workforce, and Economic Development, to 

        which was referred on July 9, 2025, Docket #1349, Message and order 

        authorizing the City of Boston to accept and expend the amount of 

        Thirty Thousand Five Hundred Thirteen Dollars Seventy Six Cents 

        ($30,513.76) in the form of a grant for the ACLS grant, awarded by the 

        MassHire Department of Career Services to be administered by the Office 

        of Workforce Development. The grant will support efforts to work in 

        partnership with local adult education programs to identify and develop 

        career pathways opportunities for adult learners, submits a report that the 

        order ought to pass.

        1403    The Committee on Labor, Workforce, and Economic Development, to 

        which was referred on August 6, 2025, Docket #1403, Message and order 

        authorizing the City of Boston to accept and expend the amount of One 

        Hundred Thirty Six Thousand Seven Hundred Twenty Two Dollars and 

        Thirty Five Cents ($136,722.35) in the form of a grant, from the Shelter 

        Supplemental Funding Grant, awarded by the MassHire Department of 

        Career Services to be administered by the Office of Workforce 

        Development. The grant will fund MassHire Career Centers with 

        supplemental funding to support emergency assistance (EA) shelter 

        residents with training and employment opportunities, submits a report that

        1405    The Committee on Labor, Workforce, and Economic Development, to 

        which was referred on August 6, 2025, Docket #1405, Message and order 

        authorizing the City of Boston to accept and expend the amount of One 

        Hundred Twenty Thousand Dollars ($120,000.00) in the form of a grant for 

        the Northeastern and W. T. Grant Foundation Grant, awarded by the 

        William T. Grant Foundation, passed through Northeastern University, to 

        be administered by the OYEO Administration. The grant will fund OYEO 

        staff member to design, implement, and maintain a new hiring platform for
