Public Facilities Commission Meeting (PFD)

ATTENDANCE

On March 28, 2025, Governor Healy approved an extension to remote and hybrid meeting options for public bodies established under Former Governor Baker's Executive Order of March 12, 2020, Suspending Certain Provisions of the Open Meeting Law through June 30, 2027. The Public Facilities Commission (PFC) will continue to conduct its meetings virtually and to ensure its public access to its deliberations through adequate, alternative means.

For public participation requests, please email PFC@boston.gov. Any and all requests for public participation must be received no later than the commencement of this Public Facilities Commission meeting (10 a.m.).

  1. VOTE 1: Cristina Clow, Senior Project Manager
     
    Contract to Arrowstreet Inc.: To provide design services for the feasibility study and schematic design phase associated with the Pauline Agassiz Shaw School project located at 429 Norfolk Street Dorchester.
     
    Contract Price: $1,500,000
     
    That the Director be, and hereby is, authorized to request from the Mayor, in the name and on behalf of the Commission, written authority to award a contract, pursuant to a publicly advertised request for services under M.G.L. c.7C, sections 44-57 with advertisements appearing in the City Record, Boston Globe and COMMBUYS on December 15, 2025 and the Central Register on December 17, 2025 to Arrowstreet Inc., a Massachusetts corporation, with a local office at 10 Post Office Square, Suite 700N, Boston, MA 02109. Under the terms of this contract, Arrowstreet Inc. will provide design services for the feasibility study and schematic design phase associated with the Pauline Agassiz Shaw School project located at 429 Norfolk Street, Dorchester. The full term of the contract shall be 256 weeks, with October 30, 2027, as the completion date for the feasibility study and schematic design phase portion of the contract at cost not to exceed $1,500,000 including $1,326,462 for base fee and $173,538 for additional services.
     
    The Director is, also, authorized to execute such contract, in the name and on behalf of the Commission, upon receipt of said written authority from the Mayor.

     

  2. VOTE 2: Alistair Lucks, Project Manager II

     

    Amendment to the vote of August 17, 2023:  Regarding contracts to various designers: To provide house doctor consulting services on an as-needed-basis for various City facilities, projects and/or sites from July 1, 2023 through June 30, 2028.

    That the vote of this Commission at its meeting of August 17, 2023 regarding a contract with Gannett Fleming Engineers and Architects, P.C., located at 100 Summer Street, Suite 1600, Boston, MA, 02110 for Category No. 11: Building Forensic Investigation and Testing Services - landscape design review consulting services for capital construction projects, having changed its legal entity name and meeting requirements under M.G.L. c. 7C;

    be, and hereby is, amended as follows:

    By deleting the words: “Gannett Fleming Engineers and Architects, P.C., located at 100 Summer Street, Suite 1600, Boston, MA, 02110” and substituting in place thereof the following words: “GFT Engineers & Architects, P.C., located at 175 Federal Street, Suite 800, Boston, MA 02110” wherever such may appear. 

     The Director is, also, authorized to execute such contract amendment, in the name and on behalf of the Commission, upon receipt of said written authority from the Mayor.

    Amendment to the vote of June 14, 2023:  Regarding contracts to various designers: To provide house doctor consulting services on an as-needed-basis for various City facilities, projects and/or sites July 1, 2023 through June 30, 2028.

    That the vote of this Commission at its meeting of June 14, 2023 regarding a contract with Warner Larson, Inc. located at 130 West Broadway, Boston, MA 02127 for Category No. 2:  Landscape Architecture/Civil Engineering - $3,000,000 having merged with a new corporate entity and meeting requirements under M.G.L. c. 7C;
     
    be, and hereby is, amended as follows:
     
    By deleting the words: “Warner Larson, Inc., 130 West Broadway, Boston, MA 02127” and substituting in place thereof the following words: “IMEG, located at 10 Franklin Street, 3rd Floor, Boston, MA 02110” wherever such may appear. 
     
    The Director is, also, authorized to execute such contract amendment in the name and on behalf of the Commission, upon receipt of said written authority from the Mayor.
