    Notice is hereby given that a public hearing will be conducted by the Massachusetts Development Finance Agency (“MassDevelopment”) at 10:00 a.m. on Monday, December 4, 2017, at its offices located at 99 High Street, Boston, Massachusetts 02110, with respect to the proposed amendment by MassDevelopment, acting under and pursuant to Massachusetts General Laws, Chapters 23G and 40D, as amended, of the terms of $6,250,000 Massachusetts Development Finance Agency Revenue Bonds (New England Homes for the Deaf, Inc., Series 2003), which were issued on March 31, 2003 (the “Bonds”), including without limitation any applicable amendment to any bond document. Said amendment will be deemed a current refunding of the outstanding principal amount of the Bonds (approximately $3,009,063) under the Internal Revenue Code of 1986, as amended. If MassDevelopment’s offices are closed on December 4, 2017 due to unforeseen circumstances, including without limitation adverse weather conditions, the public hearing will be held on the next business day on which MassDevelopment’s offices are open at the same time and location.  The Bonds were issued to provide for the financing or refinancing of, or the reimbursement of funds advanced by New England Homes for the Deaf, Inc. (the “Borrower,” which term includes for purposes of this Notice any parent, subsidiary or other affiliate thereof) with respect to facilities owned or to be owned by the Borrower for a portion of the project costs (including without limitation such financing, refinancing or reimbursement of bond reserves and issuance costs) related to the construction of a 52,000 square foot, three level building and other site improvements, and equipping and furnishing of such improvements, on the property located at 154 Water Street, Danvers, Massachusetts for use by the Borrower as a community center, assisted living facility and skilled nursing home to serve sixty (60) elderly individuals who are blind and/or deaf and for other uses by the Borrower (the “Project”).

    Interested persons wishing to express their views on such Project and the proposed issuance of revenue bonds to finance and refinance the costs of such Project will be given the opportunity to do so at the public hearing or may, prior to the time of the public hearing, submit their views in writing to Massachusetts Development Finance Agency, 99 High Street, Boston, Massachusetts 02110.

    The Bonds will not constitute a general obligation of, or a pledge of the faith and credit of MassDevelopment or a general obligation of, or a debt or pledge of the faith and credit of The Commonwealth of Massachusetts.
