    0129 Message and order for your approval an Ordinance Allowing Short-Term Residential Rental in the City of Boston. This ordinance provides a process through which certain dwelling units may be registered with the City for use as short-term rental units.

    0130 Message and order to reduce the FY18 appropriation for the reserve for Collective Bargaining by Two Million Six Hundred Ten Thousand Five Hundred Thirty-One Dollars ($2,610,531.00) to provide funding for the Police Department for the FY18 increase contained with the collective bargaining agreement between the City of Boston and the Boston Police Detectives Benevolent Society, Superior Officers Unit.

    0131 Message and order approving a supplemental appropriation of Two Million Six Hundred Ten Thousand Five Hundred Thirty-One Dollars ($2,610,531.00) to cover the FY18 cost contained with the collective bargaining agreements between the City of Boston and the Boston Police Detective Benevolent Society, Superior Officers Unit. The terms of the contract are July 1, 2016 through June 30, 2017 and July 1, 2017 through June 30, 2020. The major provisions of the contracts include base wage increases of 2% effective the first pay period of July of each fiscal year. The agreements also include increases to existing Quinn Bill/ Education benefits, modified cumulative risk benefits beginning in 2016, and increases to hazardous duty pay beginning in July 2017.

    0134 Message and order authorizing the City of Boston to accept and expend the amount of One Million Eight Hundred Thousand Dollars ($1,800,000.00) in the form of a grant for the Title III C-Nutrition Program for FFY 2018, awarded by the U.S. Department of Health and Human Services, passed through the MA Executive Office of Elder Affairs, to be administered by the Elderly Commission. This grant would fund home delivered and congregate meals for seniors in Boston.

    0135 Message and order authorizing the City of Boston to accept and expend the amount of One Million Six Hundred Thousand Dollars ($1,600,000.00) in the form of a grant for the Safe and Successful Youth Initiative- Amendment FY18 and FY19 awarded by the Massachusetts Executive Office of Health and Human services to be administered by the Police Department. The grant will fund a comprehensive, inter-agency strategy that connects law enforcement, employment, education, public health and youth development agencies to reduce violence in the Commonwealth.
     0136 Message and order authorizing the City of Boston to accept and expend the amount of Five Hundred Thousand Dollars ($500,000.00) in the form of a grant for the Title III-E Caregivers, awarded by the U.S. Department of Health and Human Services passed through the MA Executive Office of Elder Affairs, to be administered by the Elderly Commission. This will fund sub-grants for caregiver services to seniors and grandparents raising their grandchildren.

    0137 Message and order authorizing the City of Boston to accept and expend a grant in the amount of Four Hundred Thousand Dollars ($400,000.00) from the Commonwealth of Massachusetts Executive Office of Environmental Affairs, the division of Conservation Services Parkland Acquisitions and Renovations for Communities (PARC) Program grant. The Department of Parks and Recreation will administer the funds to be used to provide Capital improvements to Noyes Playground located in the East Boston neighborhood.

    0138 Message and order authorizing the City of Boston to accept and expend the amount of Three Hundred Forty Thousand Nine Hundred Sixty-Six Dollars and Eight Cents ($340,966.08) in the form of a grant for the State Lunch Program, awarded by the MA Executive Office of Elder Affairs to be administered by the Elderly Commission. The grant will fund meals for seniors in Boston.

    0139 Message and order authorizing the City of Boston to accept and expend two grants from the Massachusetts Gaming Commission for a cumulative amount of Two Hundred Fifty Thousand Dollars ($250,000.00). The purpose of the grants is to fund a portion of the City's cost for the City's cost for the design of the Rutherford Avenue/ Sullivan Square Project.

    0140 Message and order authorizing the City of Boston to accept and expend the amount of One Hundred Eighty Thousand Seventy-Five Dollars ($180,075.00) in the form of a grant, Title III- Ombudsman 2018, awarded by the U.S. Department of Health and Human Services, passed through the MA Executive Office of Elder Affairs, to be administered by the Elderly Commission. The grant will fund services and advocacy for seniors in nursing homes.

    0141 Message and order authorizing the City of Boston to accept and expend the amount of One Hundred Fifteen Thousand Dollars ($115,000.00) in the form a grant for the FFY17 Violence Against Women Act STOP grant, awarded by the United States Department of Justice, passed through the MA Executive Office of Public Safety and Security to be administered by the Police Department. The grant would fund one full-time BPD Civilian Domestic Violence Advocate position and a portion of another.

    0142 Message and order authorizing the City of Boston to accept and expend the amount of Sixty-Six Thousand Four Hundred Forty Dollars ($66,440.00) for the Title III-D Preventive Health grant awarded by the U.S. Department of Health and Human Services, passed through the MA Executive Office of Elder Affairs to be administered by the Elderly Commission. The grant will fund information and services to improve the health of seniors in Boston.

    0143 Message and order authorizing the City of Boston to accept and expend the amount of Fifty-Seven Thousand Eight Hundred Sixteen Dollars ($57,816.00) in the form of a grant for the FY18 Jail/Arrest Diversion Grant, awarded by the MA Department of Mental Health to be administered by the Police Department. The grant will fund Crisis Intervention Training.

    0144 Message and orders authorizing the City of Boston to accept and expend the amount  of Thirty-Five Thousand-Five Dollars ($35,000.00) in the form of a grant from the Commonwealth Community Compact, awarded by the MA Executive Office of Administration and Finance to be administered by the Office of Economic Development. The grant will fund and provide professional, cultural resources survey expertise on the Roxbury Survey Update Phase ll.

    0147 Message and order authorizing the City of Boston to accept and expend the amount of Twenty-Seven Thousand Nine Hundred Eighty-Eight Dollars and Thirty-Five Cents ($27,988.35) in the form of a grant, for the FFY2018 Traffic Enforcement Program, awarded by the United States Department of Transportation, passed through the MA Executive Office of Public Safety and Security, to be administered by the Police Department. The grant will fund high-visibility traffic enforcement of motor vehicle laws, including but not limited to, speeding and aggressive driving, impaired driving and occupant protection.
