In accordance with the Procedures and Criteria for the Issuance of Parking Freeze Permits adopted under M.G.L. Chapter 111, Section 31C, Boston Air Pollution Control Commission will hold a public hearing in Boston City Hall, Room 900, at 11:30 a.m. on September 18, 2019 to review the following projects. There will be brief presentations followed by review of individual applications, and opportunities for public testimony.

Discussion Topics

  1. Application Review

Application for a Downtown Boston Parking Freeze Exemption from Dain Torpy on behalf of Tufts Shared Services, Inc. for 97 parking spaces to accommodate Tufts Medical Center and Tufts University. This exemption is for a surface lot located at 51-55 & 59-61 Hudson Street with parking spaces to be shared between Tufts Medical Center and Tufts University, its employees, patients and visitors all classified as “Exempt” under the parking freeze. Issuance of the exemption will have no effect on the Downtown parking freeze bank.

Application for a Modified South Boston Parking Freeze Permit from Goulston and Storrs on behalf of Seaport N/P Title Holder LLC for 525 parking spaces to accommodate the construction of a proposed 17-story mixed-use building with approximately 591,000 square feet of Gross Floor Area of retail, office and laboratory uses. This modification is for the conversion of a surface lot to an underground garage located at 350-400 Summer Street with parking spaces to be shared between tenants, employees, guests, patrons, and customers of the project as well as the general public. Modification of the permit would allocate 150 inventoried spaces from the South Boston parking freeze bank.

Presentation by the Boston Transportation Department (BTD) on the proposed updates to the Transportation Access Plan Agreement (TAPA) process.

Update on the status of the Downtown Parking Freeze Inventory Update.
