Investigation and Enforcement Team

The Investigation and Enforcement Team brings together experts from across City departments to address complex public safety and quality-of-life issues.

By combining the resources and expertise of ISD’s Legal, Building, and Housing divisions with partners from the Boston Fire Department, the Boston Public Health Commission, and Constituent Services, the team provides a coordinated and effective response to high-priority complaints. We focus on cases raised by public health and public safety agencies, community groups, neighborhood leaders, and elected officials, ensuring that serious concerns are addressed quickly and thoroughly. Additional cases may be assigned at the discretion of the Commissioner.

Illegal Unit
Illegal Dwellings

Illegal units are dwellings that do not have the required Certificate of Occupancy. This document certifies that a residential building complies with all state and local building codes and is safe to live in. An illegal unit is also sometimes referred to as:

  • unwarranted
  • non-conforming, or
  • unpermitted.
Problem Properties

The Investigation and Enforcement Team works closely with the Problems Properties Task Force. Together, they identify properties that may have outstanding violations and pose public safety concerns. The Task Force represents more than a dozen City Departments and agencies.  

Hoarding

The team provides a coordinated community response to those impacted by hoarding. Compulsive hoarding is a serious public health hazard. It poses significant health and safety risks for individuals, families, and communities.
