AGENT HANDBOOK

The Inclusionary Rental Housing Handbook serves as your primary resource for managing Inclusionary apartments. It contains every Inclusionary Housing program rule and policy, along with step-by-step instructions for calculating income and processing applications efficiently.

Quick Table of Contents:

Pages 4-13: Special Unit Types, Populations, and Circumstances

Pages 14-39: Working with the Eligibility Verification Workbook

Pages 40-43: Submitting an Application

Pages 44-49: Recertification

AFFIDAVITS OF ELIGIBILITY

Every household applying to rent an Inclusionary apartment must complete the following steps:

Optionally, you may also provide applicants with the Rental Application Checklist. Applicants can use this tool to track the documents they need to gather. The Rental Application Checklist does not need to be submitted with the application.

Eligibility Verification Workbook (EVW)

Please download the appropriate Eligibility Verification Workbook to calculate household income and asset eligibility. To preserve built-in calculations, do not edit any greyed-out cells. For detailed instructions on completing the EVW, refer to pages 14–39 of the Handbook.
