Public Facilities Commission Meeting (PFD)

ATTENDANCE

On March 28, 2025, Governor Healy approved an extension to remote and hybrid meeting options for public bodies established under Former Governor Baker's Executive Order of March 12, 2020, Suspending Certain Provisions of the Open Meeting Law through June 30, 2027. The Public Facilities Commission (PFC) will continue to conduct its meetings virtually and to ensure its public access to its deliberations through adequate, alternative means.

You can watch these virtual meetings on Boston City TV at Xfinity channel 26, RCN channel 13, Fios channel 962, and livestreaming on our website.

For public participation requests, please email PFC@boston.gov. Any and all requests for public participation must be received no later than the commencement of this Public Facilities Commission meeting (10 a.m.).

These practices in effect since May 11, 2020, will remain in effect until further notice. Updates to these practices will be posted as appropriate.

    Amendment to the vote of March 26, 2025: Regarding a contract with Watermark Environmental, Incorporated to provide owner project manager (OPM) services through schematic design associated with the 2024 Massachusetts School Building Authority’s (MSBA) Accelerated Repair Program (ARP) project at two (2) Boston Public Schools located in Dorchester and East Boston.
     
    Time Extension and Increase of $25,000
     
    That the vote of this Commission at its meeting of March 26, 2025, regarding a contract with Watermark Environmental, Incorporated to provide owner project manager (OPM) services through schematic design associated with the 2024 Massachusetts School Building Authority’s (MSBA) Accelerated Repair Program (ARP) project at two (2) Boston Public Schools located at:
     
    Kenny Elementary School, 19 Oakton Avenue, Dorchester
     
    O’Donnell Elementary School, 33 Trenton Street, East Boston
     
    be, and hereby is, amended as follows:
     
    By deleting the following words and figures: “December 31, 2025, at a cost not to exceed $20,000 for basic fee services” and substituting in place thereof the following words and figures: “December 31, 2028 at a contract cost not to exceed $45,000, including $25,000 for additional basic fee services.”
     
    by deleting the following words: “limited to the schematic design phase for the Kenny Elementary School and O'Donnell Elementary School” and substituting in place thereof the following words “design development phase for the Kenny Elementary School and O'Donnell Elementary School."
     
    The Director is, also, authorized to execute such contract amendment, in the name and on behalf of the Commission, upon receipt of said written authority from the Mayor.

    Time Extension and Increase of $74,000
     
    That the vote of this Commission at its meeting of March 26, 2025 regarding a contract with TSKP Studio, LLC to provide design services associated with the 2024 Massachusetts School Building Authority’s (MSBA) Accelerated Repair Program (ARP) project at two (2) Boston Public Schools located at:
     
    Kenny Elementary School, 19 Oakton Avenue, Dorchester
     
    O’Donnell Elementary School, 33 Trenton Street, East Boston
     
    be, and hereby is, amended as follows:
     
    By deleting the following words and figures: “December 31, 2025, at a cost not to exceed $89,000,  including $83,000 for base services and $6,000 for additional services” and substituting in place thereof the following words and figures: “December 31, 2028, at an amended total cost not to exceed $163,000, including additional basic fee services of $74,000.”

    Time Extension and Increase of $55,000
     
    That the vote of this Commission at its meeting of March 26, 2025, regarding a contract with Atlantic Construction and Management, Inc. to provide owner project manager (OPM) services through schematic design associated with the 2024 Massachusetts School Building Authority’s (MSBA) Accelerated Repair Program (ARP) project at three (3) Boston Public Schools located at:
     
    Adams Elementary School, 163 Webster Street, East Boston
     
    Everett Elementary School, 71 Pleasant Street, Dorchester
     
    Murphy K-8 School, 1 Worrell Street, Dorchester
     
    be, and hereby is, amended as follows:
     
    By deleting the following words and figures: “December 31, 2025, at a cost not to exceed $50,000 for basic fee services” and substituting in place thereof the following words and figures: “December 31, 2028 at an amended total cost not to exceed $105,000, including a total amended amount of $55,000, comprising of an amended basic fee amount of $45,000 and additional services amount of $10,000;” and
     
    also, by deleting the following words: “limited to the schematic design phase for the Everett Elementary School and Murphy K-8 School” and substituting in place thereof the following words “design development phase for the Everett Elementary School and Murphy K-8 School.”
     
    And, also, by inserting the words: “to extend the schematic design phase for the Adam Elementary School and contingent upon the approval of the MSBA February 25, 2026 meeting to proceed forward with the design development phase of the project.”

    That the vote of this Commission at its meeting of March 26, 2025 regarding a contract with Matz Collaborative Architects, Inc. to provide design services through schematic design associated with the 2024 Massachusetts School Building Authority’s (MSBA) Accelerated Repair Program (ARP) project at three (3) Boston Public Schools located at:
     
    Adams Elementary School, 163 Webster Street, East Boston
     
    Everett Elementary School, 71 Pleasant Street, Dorchester
