Administration and Finance
The Administration and Finance Division administers the Mayor's Office of Housing's (MOH) funding and financial processes and manages the department’s loan portfolio.
The Administration and Finance Division oversees MOH’s budgeting, accounting, procurement, grants management, loan management and legal functions. MOH's annual budget is approximately $150 million, and MOH's loan portfolio includes more than 4,000 loan accounts totaling over $700 million. Administration and Finance is responsible for collecting all revenue due to MOH, including federal grants and Inclusionary Development Fund payments. The Administration and Finance Division ensures that MOH’s funds are used in accordance with all applicable city, state, and federal laws and regulations and generally accepted accounting principles.

Loan Management
Much of the financial assistance MOH provides to affordable housing developers, homebuyers, and homeowners is in the form of loans. The Loan Management Unit collects loan repayments and monitors loans to ensure borrowers are complying with the loan terms and MOH’s Loan Standards. Loan Management also processes requests for subordination and issues discharges for loans that are paid off or due to be forgiven in accordance with the loan terms.

LOAN STANDARDS
If you are receiving homebuyer or homeowner assistance from MOH, purchasing a deed-restricted unit, or seeking a subordination of an MOH mortgage, your new loan must comply with these standards.

Some of our loans are partially forgivable. To qualify for forgiveness, you will need to sign and notarize this form.
CASH FLOW CALCULATION FORM
Some of our development loans require annual cash flow payments. This form must be filled out and returned with the borrower's annual financial statements.
STATEMENT OF COMPLIANCE WITH INSPECTIONAL SERVICES
If you are taking out a loan for home repairs or renovations you may need to get this signed by the Inspectional Services Department before MOH will agree to subordinate a loan.
Grants Management
Much of the funding that MOH oversees and administers comes from the federal government. The Grants Management division of MOH is responsible for all reporting and citizen participation processes regarding the use of these funds. To learn more, go to the Grants Management webpage.
Budget
The Budget Team manages MOH’s annual operating, capital, and federal funds budgets, aligning financial resources with the department’s strategic goals. The team develops budget proposals, monitors spending, and works closely with program staff to ensure funds are allocated effectively across all MOH divisions. It also leads internal budget planning, fiscal year setup, and financial reporting, helping ensure MOH's $150 million annual budget is managed responsibly, transparently, and in compliance with city and federal requirements. CONTRACTS & PROCUREMENT
The Contracts Team manages all procurement and contracting processes for MOH, ensuring compliance with City, state, and federal regulations. The team oversees the development and execution of solicitations—including Invitations for Bids (IFBs), Requests for Proposals (RFPs), and Written Quote Contracts (WQCs) — for a wide range of programs and services. They work closely with MOH divisions to procure goods and services, support equitable vendor participation, and ensure timely contract execution.
