Continuum of Care Program

The US Department of Housing and Urban Development (HUD) awards Homeless Assistance Program funding through what is known as the Continuum of Care (CoC) for a community.

A Continuum of Care is a regional or local planning body that coordinates housing and services funding for homeless families and individuals. Services include outreach, intake and assessment, emergency shelter, transitional housing, and permanent supportive housing.

The Boston Continuum of Care is coordinated by the Mayor's Office of Housing Supportive Housing Division. Direction comes from the Continuum of Care Board, known as the Boston Continuum of Care Housing and Stabilization Committee, and consumer groups, including the Boston Advisory Council on Ending Homelessness (BACHome) and the Boston CoC Youth Council (BCYC).

On September 27, 2023, the Mayor's Office of Housing (MOH), Collaborative Applicant for the Boston Continuum of Care (MA-500), submitted its application to HUD. This includes 42 individual project applications and the CoC-approved Consolidated Application. The Consolidated Application includes the MA-500 CoC Application and the Project Priority Listing.

Mayor’s Office of Housing (MOH), Collaborative Applicant for the Boston Continuum of Care (MA-500), has finalized the list of projects accepted to be included as part of its Consolidated Application to HUD under the CoC 23 Notice of Funding Opportunity.

In accordance with HUD competition requirements, the list is presented in rank order by approved prioritization and score and contains recommended funding amounts for each project.

On August 1, 2023, the Mayor’s Office of Housing (MOH), Collaborative Applicant for the Boston Continuum of Care (MA-500) hosted a CoC-wide general membership meeting to review details of the CoC 2023 NOFO and to announce the dates of its local competition for new and renewing project applicants.

Renewing project applicants will receive application materials from their MOH Development Officer by August 7, 2023. All applications and supporting materials are due back to the attention of MOH no later than Friday, August 25, 2023.

HUD released the FY2023 Continuum of Care Notice of Funding Opportunity (NOFO) on July 5, 2023. The CoC application and all project applications are due to HUD on September 28, 2023. 

The application includes three parts:

  1. the CoC consolidated application
  2. the priority listings, where projects are ranked in order of community priorities, and
  3. the individual project applications, which fund programs across our CoC for people experiencing homelessness.

The Mayor’s Office of Housing (MOH), as collaborative applicant for the Boston CoC, will assemble the full CoC application on behalf of our community and submit it to HUD in advance of the deadline. 

MOH has released a Request for Proposals seeking applications for new and reallocated programs under the NOFO. Proposals are due by 4 p.m. (EST) on August 16, 2023. For more information about the RFP, see the New Request for Proposals section above.


HUD has announced the CoC 2022 Competition Awards.

RFP OFFICE HOURS: May 3, June 6, July 19, and August 7

MOH released a Request for Proposals on April 24, 2023 seeking proposals for new expanded, and reallocated Continuum of Care (CoC) projects that will provide housing and/or services to homeless households in Boston. Awarded proposals will be included in a single citywide application to the US Office of Housing and Urban Development (HUD) on behalf of the Boston CoC. The RFP closed August 16, 2023.

MOH hosted four virtual office hours as an opportunity for applicants to get guidance and technical assistance with their application.
