Continuum of Care Program

The US Department of Housing and Urban Development (HUD) awards Homeless Assistance Program funding through what is known as the Continuum of Care (CoC) for a community.

A Continuum of Care is a regional or local planning body that coordinates housing and services funding for homeless families and individuals. Services include outreach, intake and assessment, emergency shelter, transitional housing, and permanent supportive housing.

The Boston Continuum of Care is coordinated by the Mayor's Office of Housing Supportive Housing Division. Direction comes from the Continuum of Care Board, known as the Boston Continuum of Care Housing and Stabilization Committee, and consumer groups, including the Boston Advisory Council on Ending Homelessness (BACHome) and the Boston CoC Youth Council (BCYC).

Latest Updates

On December 8, 2025, The U.S. Department of Housing and Urban Development (HUD) rescinded the CoC 25 NOFO. A link to that announcement is here. In light of this development, MOH is closing the local competition that was released on Friday, December 5th. We will continue our legal challenge to HUD’s approach to the NOFO and the potential harms of another late NOFO, but we want to be prepared for all outcomes.

As part of the Boston CoC’s local competition process for the FY 25 CoC Notice of Funding Opportunity, the City of Boston has published its application for new and renewal projects. New and existing non-profit providers, including faith-based organizations, are invited to submit project applications. The application form can be accessed here

Applications are due to the City of Boston Mayor’s Office of Housing (MOH) by 11:59 PM on Friday, December 12, 2025.  MOH will host an optional Applicants Conference on Monday, December 8, 2025 from 10 - 11 AM. Attendance is encouraged but not required. Please request the link to join the meeting no later than 9am on Monday December 8th through tinyurl.com/BOS-COC-25-RFP. 

 MOH will accept applications for up to $56,675,222 in new and renewal Continuum of Care (CoC) projects that will provide permanent and transitional housing and supportive services to households experiencing homelessness. Selected applications will be included in a single citywide application to the US Office of Housing and Urban Development (HUD) on behalf of the Boston CoC. 

HUD released the FY2025 Continuum of Care Notice of Funding Opportunity (NOFO) on November 13, 2025. The FY25 CoC application and all project applications are due to HUD on January 14, 2026.

The Boston CoC will release information on how to apply for new and renewal projects on December 5, 2025. The Request for Proposals will be posted on this page and announced through the Boston CoC email list.
