Constituent Services

The Constituent Services is composed of Call Centers, community liaisons, and the Investigation and Enforcement Team.

Our team is responsible for responding to inquiries and facilitating the remediation of City code violations. We serve residents and business owners. We also provide outreach and help facilitate the delivery of City services in Inspectional Services.

Jessica Thomas Head Shot

Assistant Commissioner, Jessica Thomas

As Assistant Commissioner, Jessica Thomas directs the frontline response to resident needs. Her mission is clear: to ensure her department serves as the main bridge connecting the work of government administration directly with the constituents who rely on it.

Before joining the City of Boston in 2018, Jessica gained valuable experience in the real estate industry, volunteering as an advocate. This included developing and leading financial literacy workshops and organizing professional networking events specifically designed to empower women in Construction.

As a proud graduate of Boston Public Schools, Jessica's educational background directly supports her love for community building. She holds a degree in Construction Management from Wentworth Institute of Technology and earned her Master’s of Public Administration from the University of Massachusetts, providing a bridge between technical operations and public policy. 

Outside of her role, Jessica remains dedicated to mentoring the next generation of leaders in the construction industry, a passion complemented by her personal interests. In her free time, she enjoys listening to Jazz, gardening, and seeking architectural inspiration during her travels abroad.

 

Lisa Palmer Glover

Lisa Palmer Glover, Call Center Director

Serving as the Call Center Director within the Constituent Services Division (CSD), Lisa is charged with leading the team that provides residents with their first point of contact for housing, health, zoning, and all applicable codes related to safety and sanitation methods. Under her leadership, the Call Center is supported by administrative support staff who manage a wide range of inquiries across multiple communication channels with efficiency, care and professionalism. 

With more than 25 years of experience, she has strengthened customer service across all seven divisions through training, leadership, and process improvements.

Ms. Glover holds an MBA from the University of Phoenix, a Master’s in Urban Affairs from Boston University, and is a Certified Registered Behavior Technician (RBT). Her deep call center expertise and passion for helping others drive her commitment to delivering positive, responsive service to Boston’s residents.

 

Flavio D

Flavio B. Daveiga, Director of Constituent Services

Flavio B. Daveiga is the Director of Constituent Services for the City of Boston’s Inspectional Services Department (ISD), where he also provides leadership and oversight to the Investigation and Enforcement Team. With a commitment to strengthening community trust and ensuring responsive city services, Flavio plays a key role in resolving constituent concerns, improving departmental operations, and supporting public safety and compliance throughout Boston.

Born in Cabo Verde and raised in Boston from the age of 10, Flavio has dedicated more than 16 years of service to the City of Boston in various capacities. His deep understanding of Boston’s neighborhoods and his passion for community empowerment have shaped his career in public service.

Before his current role, Flavio served in the Mayor’s Office as the Cape Verdean Community Liaison, where he worked to bridge communication between City Hall and one of Boston’s most vibrant immigrant communities. In that role, he championed access to city resources, elevated community voices, and strengthened civic engagement among Cape Verdean residents.

Angela Hobbs, Community Liaison

Angela Hobbs, Community Liaison

As the dedicated Community Liaison for Dorchester, Roxbury, Mattapan, Hyde Park, Roslindale, and Mission Hill. Angela Hobbs is driven by her profound connection to the neighborhoods she grew up in. She actively strives to strengthen community trust and foster a transparent relationship with Inspectional Services (ISD), ensuring residents gain a clear and comprehensive understanding of the diverse Divisions that comprise the department

Lisa Murphy

Lisa Murphy, Community Liaison

Lisa Murphy serves as the Co for the City of Boston, supporting the neighborhoods of Charlestown, South Boston, West Roxbury, Allston/Brighton, Jamaica Plain, and the Fenway. A lifelong Boston resident and a dedicated City employee for more than 20 years, Lisa has built strong, trusted relationships throughout the community. Her work focuses on assisting constituents, facilitating communication, and collaborating with a wide range of City departments and partner agencies to ensure responsive, effective service for Boston’s residents.

Jesús García-Mota

Jesús García-Mota, Community Liaison

Jesús García-Mota (ISD) as a Community Liaison for the neighborhoods of East Boston, North End, Back Bay, Beacon Hill, Chinatown, and South End

He has over 15 years of experience working with Boston’s residents, business owners, and immigrant, working-class, and Latinx communities through previous roles at the Mayor’s Office of Neighborhood Services, the Mexican Consulate, Amplify Latinx, and MassCOSH. Jesús is excited to continue building strong relationships across neighborhoods and making City services more accessible by connecting residents to the resources they need.

Tonya Marshall

Tonya Marshall, Investigator

Tonya Marshall is an Investigator with the Investigation and Enforcement Team, collaborating with multiple departments and city agencies to address complex issues, educate constituents and most importantly, enforce safe, healthy living and working conditions for people in the city of Boston. 

Tonya is a lifelong resident of Boston and attended Boston Public Schools. She continued her education and earned a Bachelor’s degree in Public Affairs from Northeastern University. She has dedicated more than 25 years to the Inspectional Services Department, serving in various divisions and developing the expertise, judgment, and strong work ethic needed to manage the complex situations her team encounters.

Tonya’s primary mission is to support the City of Boston in maintaining a safe, healthy, and enjoyable quality of life for all residents and visitors.

Khoa Pham

Khoa Pham, Investigator

Khoa Phamcurrently serves as an Investigator with the Inspectional Services Department’s Investigation and Enforcement Team. Prior to this role, he worked in the Mayor’s Office and the Transportation Department, gaining valuable experience in public service and city operations.

Khoa is a lifelong Dorchester resident. Originally from Vietnam, he is the youngest of four siblings who immigrated to the United States with their family in 1994. A proud product of Boston Public Schools, Khoa went on to pursue a degree in Finance from the University of Massachusetts Boston.

Outside of work, Khoa is a dedicated father of four and an active member of the Vietnamese community.
